The Latest Workshop Organized by the Armenia EITI Secretariat in Amberd
On October 10–11, 2024, a two-day workshop was held at the Amberd Hotel in Aragatsotn Province, organized by the EITI Secretariat under the Office of the Prime Minister of the Republic of Armenia.
The workshop focused on improving the effectiveness of programmes implemented for the benefit of communities using allocations from royalties paid by subsoil users, implementing measures arising from the Action Plan under the Mining Sector Development Strategy, and strengthening capacities. The workshop also addressed issues related to meeting the new requirements of the 2023 EITI Standard.
The meeting was attended by representatives and responsible officials from the Ministry of Territorial Administration and Infrastructure, the Ministry of Economy, the Ministry of Finance, the Armenia Securities Exchange, and the affected communities of Kajaran, Vardenis, Alaverdi, Tsaghkadzor, and Meghri. Representatives of the civil society and subsoil users’ constituencies of the Armenia EITI Multi-Stakeholder Group, as well as representatives of the World Bank and the EITI National Secretariat, also participated. In total, 23 participants attended the meeting.
The objective of the workshop was to develop and strengthen the capacities and skills of responsible officials from communities receiving royalty allocations, as well as relevant government authorities, in designing, implementing, and managing community development programmes.
The participants discussed the need to introduce amendments to the legal acts regulating the relevant areas. Particular interest was generated by presentations from community representatives on the programmes implemented in affected communities in 2024 using allocations from royalties.
The agenda also included discussions on measures aimed at creating incentives for companies to list on international and local stock exchanges in order to attract new investments and strengthen corporate governance. The discussions provided an opportunity for representatives of the subsoil users’ constituency of the MSG to present the companies’ perspectives on these issues. Sargis Gevorgyan, a representative of the Armenia Securities Exchange, provided important clarifications regarding possible solutions to the issues discussed.
The agenda items were presented by Arevik Margaryan, Head of the Strategic Sectors Department of the Ministry of Economy; Artur Ghavalyan, Head of the Heavy Industry Division; Seda Hakobyan, Acting Head of the Subsoil Use Policy Development Division of the Mining Department of the Ministry of Territorial Administration and Infrastructure; Naira Barseghyan, Chief Specialist; and Loris Muradyan, Head of the Community Budgets Division of the Financial, Accounting and Community Budgets Department.
Hasmik Manukyan, Head of the EITI Secretariat, presented the new requirements of the 2023 EITI Standard applicable to Armenia and discussed possible approaches to their implementation.
At the conclusion of the workshop, participants expressed their appreciation for the proposals put forward during the discussions and their practical value, as well as emphasized the need to organize similar meetings more frequently.
